Most European research funders, gathered together in the Coalition S, now require publications and datasets to be shared wherever possible. The European Commission’s Horizon Europe programme makes similar recommendations.

ANR

The French National Research Agency (ANR) has published an open science policy in line with the National Plan for Open Science.

Regarding publications, the ANR requires that the full text of scientific publications resulting from funded research projects must be deposited in HAL or another open archive, in accordance with the procedures set out in the Loi pour une République numérique (Law for Digital Republic).

Following the example of the Coalition S, the ANR also encourages the publication of articles in open-access journals and asks researchers to publish these under a Creative Commons CC-BY licence.

Regarding data, the ANR requires a data management plan (DMP) for all projects funded from 2019 onwards.

This document must be provided within six months of the project’s scientific start date. For projects lasting more than 30 months, it is recommended that the DMP is updated regularly, with a mid-term version provided. A final version of the plan is also expected at the end of the project.

The OPIDoR DMP tool, developed by INIST, allows these plans to be created collaboratively online. Various models for these plans exist and can be used within the ANR framework.

While there is no obligation to make data openly available, the ANR recommends to adopt the principle of ‘as open as possible, as closed as necessary’.

The ANR may finance data management and preservation costs, provided they are included in the response to the call for projects.

Horizon Europe

As part of its open science policy, Horizon Europe recommends that funded projects:

  • grant immediate access (without embargo) to scientific publications and research data, and apply open licences
  • the drafting of a data management plan that implements the FAIR principles
  • the “as open as possible, as closed as necessary” principle should be applied to data dissemination, particularly for data needed to validate the conclusions of publications .

Data management costs may be eligible for funding. However, the costs of publishing articles in journals that are not fully open access will no longer be covered.

From now on, open science will be taken into account in the evaluation criteria for submitted projects and in the assessment indicators.

Other funding agencies

Beside ANR, France’s network of research funding agencies have published a 2023 roadmap for open science.

  • they therefore recommend granting immediate open access to publications resulting from the projects they fund, under the CC-BY licence.
  • they are also committed to collaborating on the implementation of the rights retention strategy. They intend to implement a standardised model for structured data management plans via DMP OPIDoR.
  • they will encourage researchers to adopt an ORCID.
  • they will participate in the deliberations of the Coalition for Advancing Research Assessment (CoARA).

These provisions apply to the following organisations: the French Agency for Ecological Transition (ADEME); the French National Agency for Research on Emerging Infectious Diseases (ANRS-MIE); the French National Agency for Food, Environmental and Occupational Health Safety (ANSES); and the French National Cancer Institute (INCa).
